Dear friends,

In Prague on July 21, 2023

I have three fantastic challenges on my desk linked to ongoing e-mail communication. I have completed this set by the fourth one. It allowed me to construct a whole and look within it for holistic content and opportunities for positive synergies in an environment I called Great Triad (GT). Figure W.1.

I am of the same age as the UN, I remain an optimist, and I believe that you will accept my manner of joining us together so that we will find the next steps.

I perceive globalization as a fact, the Earth is round, and people have no chance not to meet. The financial architecture cements their development, and I believe that AI/ML has the potential to help fulfill the goals of the UN, mainly via the Sustainable Development Goals (SDGs). The SPC Concept is an example of sustainable development, preparation, and implementation of projects, and is ready to help. Figure W.4.

I will try to say the same via a table, a tool without which no SHIFT can do. Yes, the table is a "brick" of financial architecture, artificial intelligence, and the skill of mastering what I do in detail on the spot and in units of global dimensions. A table is the basis for working with data in small and large volumes, for small and large weights of its meaning. It is helpful to supplement reading the text structures like novels, stories, narratives, media reports, legal and other files by the math and engineering structures, e.g., table reading.

There are many activities that the Human makes in a GT environment. The text links to what we call governance and infrastructure (G&I). Governance is about the skill of the Homan to acquire, maintain and work with data about the structure of things around him, and infrastructure covers everything under the forms. It is also the skill of working with data to maintain the structures' value and functionality.

The private sector is more successful in strengthening the values of structures. Infrastructure with less liquid properties is often left only to the public sector. In short, the development of designs (factories, houses) needs its private market environment, and infrastructure (water distribution, electricity) needs its public (often utility) governance.

The global environment makes visible the problem of the clash between the rich and the poor. The differences between high and low incomes can be solved (operated) if a measurable unit is on the table. So, the SPC Concept works with the model of a province with a population of around 1 million people (why? e.g., state Mauritius is one province, and China represents 1400 such units). We need to use the reason, mainly for the As-Is stages (e.g., via the UN authority), and find a solution to implement the AI/ML potential for the To-Be stages. Patiently toward inclusion (consensus) and mitigation of war confrontation; the biased answers easing are tasks of the Human. Figure C6c.1.

To get as close as possible to transparent, comparable, and valuable results (for working with data at the level of projects), all that remains is to use common sense to know the weights of deviations between data. It is the work with simple but huge models. For example, the International Monetary Fund (IMF) works at the states (countries) level and presents challenging offers, e.g., GDP or GNP. Presents and comments a helpful manner of transparent, measurable, and valuable data for benchmarking on the global policy level.

The fundamental question is if the world needs data on a lower level, more exact, and transparent (e.g., on the project packages level). The answer can be postponed until we know if AI/ML challenges can absorb such a data volume portion. The growth of skills for working with data and the need to digitalize processes is at stake. This scope of work is straightened (shortened) by computers, and everything is accelerated by mobile communication.

Global Financial Architecture (GFA), the reforms of Multilateral Development Banks services (MDB), Artificial Intelligence, and Machine Learning (AI/ML) today will not take root. It will not thrive in any other than the distributed business environment (e.g., the development of the electricity sector). It also applies to UN initiatives. So why rush to answer yes or no?

The challenge symbols in the table are based on the following documents (challenges):

  1. GFA: Climate Finance and Development – A Transitional Framework for All,
  2. AI/ML: The risks of AI are real but manageable,
  3. UN4WN: Discussion Road to the Summit – UN and SDGs,
  4. Example: SPC Concept development and implementation.

The following table complements and combines the mentioned challenges. It indicates SHIFTs of goals and paths to them in the accrual of As-Is and To-Be stages.

Comment: HIC (high-income country), LIC (low-income country), LMIC (lower and middle-income country), UMIC (upper middle-income country). In LICs, more people still live in the countryside. In MICs, around half of the population now live in cities.

The table outlines SHIFTs in (UN4WN + AI/ML + GFA + Examples) processes of the global Governance and Infrastructure building in the framework of the GHA development and GDT progress. All treats’ changes caused by both High-income and Low-income countries. Dialectic Diagram (DD) introduces a general model of the progress (apps) of strategy, tactics, and operative thinking. Figure C3c.1.

The DDs approach offers the creation of logical sequences and cycles of items (information and data) in a hierarchy of three layers of goals and three paths to them. The author's team's work is the choice of the (three times three) things and the setting of their order. The task of the game is to discuss the content and, finally, gain consensus with stakeholders (shareholders) to arrive at (cement) a solid basis for further steps (in the transparent relationship among them).

Two states are distinguished: As-Is, when we have data in hand to plan vision/mission for a visualization of the state of the end of the change (project), and the To-Be state, what data we collect to evaluate a lot of the change (project), and in which quality. The tables below offer horizontal (by goals or paths) and vertical (by challenges) readings of their content.

Horizontal reading (To–Be)

a: Shift in the Philosophy of the Human in the GT environment, more respect to inclusion and to differences of the absorption capacity via the "a provinces unit model" and their distributed principles linked to trust gaining for financial, capital, investment, and banking operation in situ, for each project. The new project paradigm is the integral tool of all SHIFTs (presented in this table).

b: Assignments are focused on skills of Governance and Infrastructure, needed apps with the differentiation of high and low incomes regions (provinces) worldwide.
The conservative financial sector should be strengthened by philanthropic thinking and new approaches should be born. The proposed open modular unit (OMU) for the critical situation of the poorest people is one of the nearest options.

c: Motivation is an internal Self-Powered motor of changes (of innovative projects). Open access to data allows us to take care (to understand) of risks as a daily routine job, which is what private equity growth needs. It is about the business environment, which has the potential for benefits and new opportunities. The OMU example can prove it. Specifically, in the LIC atmosphere where the "legal smog" impacts are not yet so burning (compare with the advantages and disadvantages of informal approaches to preparing and implementing the simple and for-life essential projects).

Vertical reading (To–Be):

d: UN4WN should be built on a new Philosophy based on the GT environment, common for all philosophical streams, religions and their faiths, scientist directions, policy interests, and apps of social, economic, and safety projects, worldwide, for poor and riches. Normally it is called nonsense, but it does not mean taking care of synergy "flashes" in a such holistic "body" as the Human in the GT environment is.

e: AI/ML is a new element, and we are still looking for its place in the GT environment. It is legitimate to ask how new technologies will affect the Human in the GT environment. What apps will still come (on the Internet, mobile phones, in transport, healthcare, education, etc.) and how we will manage the problems associated with these changes.

f: GFA versus GFA: the Human has been caring his/her financial qualification since he began trading. It is a permanent call to trust and pragmatic self-control to keep the business growing and safe. It is not only about money but, above all, about the architecture of the business so that money is in motion, capital grows, investments have proper preparation, and their implementation is under the permanent counter until the value gained by each project is proven. Here is the most significant space for the convergence of HIC and LIC.

Example: offers a set of ideas on how to confirm the content, synergy effects, and the holistic value of challenges. Three levels are presented. The methodology is presented by the vision of the New Project Paradigm, NPP (based on AI/ML natural development processes). The pragmatic idea is presented via the pilot project of the Open Modular Unit, OMU (which is waiting on its development and implementation stages in international team cooperation). It is a test of feasibility of the NPP methodology in the global environment. The example has its motivation: benefits, and further opportunities for standardization and industry supports (linked to the SPC Concept development and dissemination).

Horizontal reading (As-Is):

d: Vision/mission contents must be understandable to stakeholders of challenges, and be attractive to potential, mostly local shareholders of the SPC spectrum of projects. The As-Is stage respects the difference between HIC and LIC. For example, the differences between a HIC project called L.A.S.E.R. and a set of SPC Drivers (e.g., WEMAF) have many different directions and scales. It is an example of how to demonstrates not yet a chasm that the Human cannot already bridge.

e: Paths to goals are many. It is not simple to select the best. The choice is a matter of the whole package of challenges that themselves nominate needs how to measure, control, audit results, and which grading methodology would be best. The author offers the path of market value grading like the diamond industry and the diamond market (a value grading). It is the path to success in a vast portion of projects (SED, DRR, and HA) Figure C4c and how to deal with the most significant commitments (e.g., linked to climate change).
The OMU can play the role of strengthening these paths from grunt, especially in the LIC projects.
The HIC has many projects and practices behind them. Still, the LIC must return to the beginning and enrich work on the project's preparation and implementation via these challenges (participating in the New Project Paradigm, NPP development, and dissemination).

f: Navigation is about Self-Powered initiatives in education and skills gaining (individual, teams, collectives) and external assistance, leveraging, and capital growth. It is about LIC initiatives and HIC and LIC cooperation on the worldwide GHA and GDT activities.

Vertical reading (As-Is):

d: UN4WN is an initiative of the UN that has its stakeholders and should take care of them and assists them in transforming themselves into shareholders in the place where they live and work through small and transparent projects. The grading system can help. Under the umbrella of the UN, there are a vast spectrum and number of projects (of course, via a colossal range and number of institutions and organizations).
The SDG is the most critical case. The UN should reach the top position of the influencer of operating processes in a structured breakdown by locality, sectors, and branches (or, in another way, who does it?)
It is a fantastic place for innovation (in philosophy, methodology, data management, processes digitalization, and grading) and for new operations (e.g., for the new project paradigm introduction and dissemination (NPP) or mapping of the GHA progress and planting of monitoring of the GDT worldwide.

e: AI/ML impacts all Human activities and contributes to the freedom of life in the GT environment. It will influence philosophical currents, religions, forms of belief, all scientific trends, and political interests. It will shape new applications of social, economic, and security projects worldwide for the poor and the rich (see the diction d: UN 4WN, Vertical reading, To–Be). Why not add (include) presented challenges into the regular worldwide processes? It is not about a present policy; these challenges are crucial and should be accepted as the Human strategy for his/her survival in the GT environment.

f: GFA versus GFA, what to add? Most were said above, and more detailed explanations must be discussed professionally in the working teams. The reason is simple: to generate data for more profound knowledge, skills, and evidence of what is discussed on the present running UN and other institutions. Unfortunately, GFA is growing in dis-order conditions; the Human is visitor than an actor of his/her for many activities. It has a bad influence on understanding the As-Is stages (for anybody), and very often, it supports unhealthy (frauds) fantasies around the To-Be stages.

Example: A more detailed explanation is being in preparation in Chapters D, E, and F of my Webbook. There is the same rule. We can start if there is demand for the SHIFT in the presented challenges (and others). The OMU project can start analyzing its feasibility and cost spectrum. Analyze the risks of the preparation and implementation stages on a pilot project level with a strong potential to develop its industrial version for other localities. It is about preparing the needed data for the final decision.
The UN level is crucial whether the private or public sector brings the result. It is a typical global task. Maybe it can help; what does globalization mean for the development and safety of life in the GT environment? This pamphlet offers an excellent opportunity to test Human readiness for financing his/her development and safety spending via blending financing operations in the global spectrum of the SPC Utility networks and SPC Drives
watched via the SPC Diamond approach.

Summary

All the above is not a piece of cake, but it cannot be stored in a drawer. Therefore, allow me a brief summary structured by two of the most crucial tasks:

  1. Communication on the UN level: on a web portal on the level of tasks (in a spectrum) of this paper, what it outlines. In this sense, I want to ask if a web portal with functions of the Human position in the GT environment was proposed or if we must start from the ground.

  2. Presented SHIFTS are on the desk, but are there feasible? Yes, if the decision-makers start reacting on the forming teams' activities of the unknown front. The chance is in the synergy of thinking of philanthropists and products from spontaneously growing team-works in electronic cooperation (primarily online) performed openly via the UN web portal. Similarly, what private, public, and NGO sectors are doing but with SHIFTs closer to the global needs, to synergy effects and holistic bonuses.
