F3 – Current issues

Current issues are presented in this section against the background of the opportunities GDT and GHA offer to low-income provinces through NPP applications. These are application topics aimed at supporting their development and security. They are divided into four blocks:

a. Construction of a common platform

b. Unification of methodology

c. understanding the role of the project.

d. Importance of assessment and impact of audits,

e. Summary

F3a Construction of a common platform

There is a lack of a common platform in the global Space. Elon Musk captured this situation when he explained why he acquired Twitter. He wrote about the importance of having a standard digital "Square" where various beliefs can be debated healthily without violence. He explained that such a digital square is missing, and there is a great danger that social media will split into far-right and far-left echo chambers, generating more hatred and dividing our society.

The webbook offers a segment for such digital "Square." For example, it can serve much simple philosophy and infrastructure management needs. It should be a place for the philosophy that will integrate the values of religion and scientific output into the flow of time in any location in the world.

It will be a source of living, structured philosophy for any observer of the relationships and content of the three objects: Earth, Nature, and Humans. It can accept and offer a simple common symbol for the ways of human thought and behavior. It should be a symbol with understandable, acceptable, and sustainable content for observers of their lives in the environment of the Great Triad.

The Big Three (GT) symbolizes the environment where the observer has his place and the right to observe his surroundings. An observer is any living object (mammal, fish, bird, beetle, etc.). Of course, Human also has the status of observer. He/she is genetically well equipped; they can recognize (distinguish) and evaluate (discuss) individual scenes directed by the triad partners.

The Earth as a part of the Universe, Nature on Earth, and the Human position in such environment form the picture of the data flow of the "As-Is" and indicate how data about this picture can look in the future, in the "To-Be." All this can be the agenda of the common digital square because these is current issues.

The webbook proposes to include a segment of simple philosophy and infrastructure governance tasks in this agenda. It thus solves two functions in one unit. The feature, the philosophy, is the goal, and the path to the goal leads through the development and application of infrastructure governance tasks.

This section looks at the challenges of infrastructure governance from a bottom-up perspective, from projects being prepared and implemented in low-income provinces. Infrastructure governance is a critical issue in this time-space. It should undoubtedly be one of the agendas of the digital "Square." Expressed because the philosophy and infrastructure in the GT environment do not create Space for splitting its mission into proper and left directions.

F3b Unification of methodology 

In this sense, the SPC Concept talks about Spin and Human Behavior (see Figures C6b and C6c.1). It is not interested in extreme deviations but in the balance of the whole and the signs (causes) of its variation either towards development or extinction. It offers a balance of philosophy and infrastructure in the GT environment as a revival of themes for public media (including novels, films, and entertainment shows).

Perhaps this is an opportunity to open another wave of Renaissance to the current tight and stressed life, to strengthen the SHIFT from centralized (or decentralized) power operations to distributed human thinking and behavior, to bring this to the digital "Square."

There are many ways to achieve SHIFT in each endeavor. The webbook offers a way through "The Project." In other words, a form of striving for quality content and measurable dimensions in cost and time. It provides a SHIFT in the efforts of project approaches in human-machine partnership (in their shared responsibility).

Such SHIFT is crucial to initiate the Renaissance of projects and their transformation into the New Project Paradigm (NPP). The word "Project" has many meanings (applications) in the history of human work. Therefore, the term "Project" is the best case for expressing the expected transformation of human thinking and behavior through the influences of GDT and GHA.

The shift of the popular interpretation of the word "Project" to the definition of NPP is not a linguistic interpretation but a shift away from traditional central (decentralized) views of planning (design) to distributed (digital) operations. It is a SHIFT in stages from As-Is to To-Be stages in hierarchical structures and different environments.

This view of the project reveals two issues:

  1. The project's life cycle complexity (NPP tasks), and 

  2. The need to understand what project stakeholders do and want (professional and public communication tasks). 

F3c Understanding the role of the project

We come across many symptoms that justify the meaning and need of the word SHIFT. The incentives for the renaissance of the "project" tool are not only under the pressure of new technologies (e.g., Blockchain). They also act as reactions to the current practice's problems: scandals, corruption, theft, lying, etc., during the preparation and implementation of projects.

The leading causes include confusion among project participants, such as low transparency in communication, information overload, missing or blinded data, and little individual, team, or collective resilience to these failures.

Chapters C, D, and E deal with new technology initiatives. In them, the web reader will not find a description of inappropriate and corrupt approaches to project operations. SPC Concept takes these problems as inputs to the risk assessment and aims to integrate them into the functions of the SPC project (Drivers, Utility).

However, it is appropriate to mention at least one example. The initiation info-data is from the Internet. An example below summarizes the document: The Statement in response to media coverage on UNOPS S3I, July 14, 2022.

The United Nations Office for Project Services (UNOPS) provides infrastructure, procurement, and project management services for a sustainable world. It works with governments, the UN system, and other partners, including intergovernmental institutions, international and regional financial institutions, foundations, and non-governmental and private organizations.

UNOPS has over 4,000 people working in 80 countries and a turnover of over US$3.4 billion in 2021 through approximately 1,000 projects.

F3d Importance of assessment and impact of audits

In 2022, UNOPS was involved in a scandal over allegations of financial mismanagement related to the Sustainable Investments in Infrastructures and Innovation (S3I) initiative. The initiative S3I aims to secure private financing for constructing 1.3 million affordable homes over the next decade in Ghana, Guinea, Nigeria, India, Pakistan, and the Caribbean. Apart from the info-data that the S3I initiative includes eight investments totaling 63 million dollars, I did not read more.

For example, something like the existence or absence of a marketing study justifying the added value of the project or the impacts ex-ante evaluation of building houses on urban needs and architectural changes (turns) on site, and some details about limits of housing trends in areas of low-income provinces. Thanks, I have obtained some info-data about possible UNOPS misconduct in the S3I initiative, which is currently under investigation. Yes, it was enough for me, so I continued my research.

According to the UNOPS website, the average annual investment gap is around $2.5 trillion in sustainable development investment. Between 2015 and 2030, an estimated $89 trillion (about $6 trillion per year) will be needed to develop sustainable infrastructure alone. Oh well, info-data again. Again, another example of the current distribution of information and data around us.

Info-data are all around us, although it is big nonsense for anyone to use such a unique mix of information and data as arguments for a project algorithm. Let alone trust that a laic or professional will gain an idea of what they are interested in from them. This practice raises a simple question. Why and for whom do the media generate such products? Because I don't know what the term info-data means and what they are suitable for, I don't know the answer.

However, after leafing through more professional documents (statements), again from the Internet, more can be obtained other details, albeit laboriously.

I reviewed three papers from the Executive Board (EB) of the United Nations Development Program, the United Nations Population Fund, and UNOPS. The first two relate to recent decisions taken by the EB at the first regular meeting on February 10, 2022, and subsequently at the second meeting on September 12, 2022. The third EB document is more detailed and presents a list of the programs. I have decided to leaf in the "Country program for Ghana (2023–2027)."

After reading the above documents, I understood how EB tasks move over time.

Without any comments on the projects, without the link to the flow of the content (1.3 million affordable homes) and their 3E trajectories of three dimensions (efficiency, effectiveness, and economy). The attachment of the third document (the Ghana program) reminds me of my experience with similar tables from financial interventions from EU funds.

I have personally persuaded the entry of tables that I saw needs the SHIFT. Very urgently before their entrance into the GDT and GHA processes.

The first need is the SHIFT on the platform of data values of macro inputs into projects under preparation (including the definition of the project's purposes and assurance that on lower levels, needed mechanisms of the internal financial controls are ready).

F3e Summary

In general, the audits mainly point to violations of financial rules in the specific case of S3I. Project audits cannot address the cause of growing failures in infrastructure management, which has a worldwide dimension.

Well, that's another reason we need the digital "Square" to master GDT and GHA, for example, for SHIFT to the New Project Paradigm (NPP) to occur. And so in two directions at least.

The one is professional, in Figure 15 on the right (it's of professional tools), and the other is media-related, in Figure 15 on the left (it's about inputs of public communication tools).

Law and judicial institutions and their findings (profits and losses) are between the right and left sides of the mentioned instruments.

The added value of this splitting is the possibility of striving for personal, team, and joint (collective) development, acquiring skills to suppress social decadence, resisting climate changes, minimizing the effects of wars, etc. All this in the Great Triad (GT) environment.
