D4. SPC Utility and SPC Drivers

SPC Utilities operates in the SPC Drivers mode. These will be projects (project portfolios of each SPC Utility in a specific province) that national and local governments currently request and are implemented on current standards of the technical infrastructure equipment. Expected project preparation and implementation processes do not cross the everyday experience in local investment in the technical infrastructure for life improvement in high and low-income provinces.

Some innovative projects (e.g., the model OMU and its internal and external infrastructure) will be feasible if local policy support and inhabitants are motivated, navigated, and supported properly (it means if the SPC Utility functions and SPC Drivers spectrum works).

Each SPC Utility and, in the same way, any network of SPC Utilities operating on a state or a continent territory is supposed to be operatable in the unified (cooperative) mode reflecting the SPC Drivers model in a manner so every SPC Drivers service will be relevant to the specific SPC Utility in situ.

These co-functions (their gradual integration) represent a standard tool designed for frequently requested projects of national (central) and local governments, including of the low-income territories (mainly the technical infrastructure and other structure-building activities presented in Table Ex.1).

As was said, the Scope of projects is predetermined and limited by the SPC Drivers. These reflect the business distribution model's options for an open and healthy economy and social relationships in situ and on the national (regional) levels. Yes, such optimism is wrapped in the assumption of the feasibility of functional paths of the Global Digital Transformation (GDT) and Global Human Adaptation (GHA).

In other words, success depends on understanding the win-win value of cooperation between high and low incomes territories (e.g., based on a standard scale called "province" on the territories of stakeholders of the SPC and providers of the relevant services worldwide).

But we can say it differently. Is there a reason for the current population to think about his/her future without acceptance of the way to GDT and GHA goals? Or, without accepting the UN SDG aims or without effort to solve the current problems of us Humans? Surely not. In any case, Chapter D will take care of these issues.

Below, the overview of previously completed work is supplemented by several unanswered questions. Not because the problems associated with them were not formerly known and explained but because the extensive expert team analysis commissioned by TG and requested by FB had not yet been carried out.

The Author is convinced that these "silences" are not the result of disinterest on the part of the TG and FB groups (see more into WHOM) but are caused by the breadth (spectrum) of the presentation of the topic, as presented by the Author (for an explanation, see ABOUT). In connection with the previously processed texts with Chapter D, it will try to answer the following questions:

  • How to react to (understand) the philosophy defined by the Great Triad (GT), Task Triad (TT), and Project Triad (PP), and how to involve Artificial Intelligence (AI) and new technologies?

  • What is the role of Global Digital transformation (FDT) and Global Human Adaptation (GHA)? Is the core theme of the Human in the TG environment? Is it the primary theme for the level of the UN?

  • Where is the benefit and risks of Artificial Intelligence (AI) inputs into the New Project Paradigm (NPP) maturity and dissemination? How does the NPP influence the complex idea of the Self-powered Community (SPC)? Is it the limiting condition for the SPC feasibility?

  • Infrastructure and Governance (I&G) is the most critical task for success in "Green" activities, and in parallel, it is the condition of success of the Human reactions to the "Climate Changes" issues. If yes, we must do more than only repeat partial innovations of solutions. Isn't it?

  • Is it enough argumentation the understand the new global philosophy approach based on the three triads? How to proceed with the marketing on this level? For example, is it feasible to open a new web server on the UN level and allow it to work worldwide?

But it is only the first portion of questions that should be answered. The second portion must be more specific and prove the weight of the opinion that the SPC approach and its three components SPC Concept, SPC Utility, and SPC Drivers, represent the needed added value. Such questions will probably look like this:

  • How is SPC Utility financed? How to approach risk allocation between the public sector (LGUs) and the private sector ("Manager")? How are LGUs and "Managers" selected? How the BOT principle will be accepted (have we enough case examples from the low-income territories)? What is the share of the SPC offer between the SPC Utility stakeholders and shareholders (e.g., among responsibility, benefits, and voting preferences on the local and central levels)?

  • How is proposed the organizational structure of a standard SPC Utility, and how does the plan of the SPC Drives interact with plans (in hierarch of the regional, district, and local masterplans)? How to communicate and build the SPC stakeholder lobby?

  • How can the Central a Local Government Units (LGUs) and local people accept the SPC Drivers methodology? How present or predict the impacts of the SPC approach on the voting preferences at a province's central and local levels (its specific offers, see, e.g., the mix of options in Table Ex.1)?

How will the UN, International Financial Institutions (IFI), and other representative institutions and banks react to such a global idea? Who and where are the decision-makers and donors of this approach to globalization? Shall the SPC Approach gain the interest of philanthropists? Humbly said, the Self-Powered Community start-up needs the attention and support of all to do the steps required for its preparation, implementation, and dissemination.
