This Chapter suggests that Global Digital Transformation (GDT) and SPC Concepts can shape two intellectual phenomena.

The first is the adoption of the natural intelligence derived from the behavior of Nature in the conditions of the Earth, and the second is the education of local people on a specific territory (e.g., a province).

The bottom-up approach is the opportunity to succeed in the GDT, develop and test the Algorithm Framework Theory (AFT), implement the new project paradigm, and shift the UN SDG from a vision to actual implementation on sites of the critical localities.

Among critical success criteria are the ability to integrate, use and capitalize on current knowledge, technology development, and science's potential and vision.

Global Digital Transformation (GDT) requires algorithms (steps) of internal interconnection and an external interface to the broader environment (social, economic, and safety tasks). However, not in a tightly interconnected robust network capable of self-growth to uncontrollable dimensions.

The goal will be to construct distributed networks organized for pre-set hierarchies concerning the priorities determined by the Efficiency, Effectiveness, and Economy (3E) of client requirements of such a network.

We can see there are enough goals; only the paths to them are missing. Conditions for the life of Nature and the Human on our Earth are changing for the worse. We all need solutions to getting out of this cage. It certainly won't be only one path.

This webbook is a contribution to join, help look for suitable solutions, and offer one's own. The following Figures, C9c.1 and C9c.2, recall what it is about and what the tactic level means with needed details. In the following Figures C9d.2 and C9d.3, recall what it is about and what the tactic level means with needed details.

The first Figure deals with stages of Business linked to the basic procedures (generally, standard links to organizations and projects).

The second goes further and recalls the problems associated with budgets. It draws attention to the importance of internal financial control in organizations and projects.
