Figure C8b.1 Strategy document in a cycle: vision of the SPC Concept

Figure C8b.1 represents the vision using the tasks compiled in the dialectical diagram. Figure C8b.2 adds a more detailed description of them in three sub-items, in a unified structure for the full description of the vision.

The cycle of the diagram says that starting with the concept (d) and promising that the result (a) will come (without consolidated input data) is nonsense (however, still repeated). Therefore we must go ahead in the cycle.

When the parties agree on an idea, they must build a target group (b), obtain support and resources, and establish, test, and gradually expand the SPC Utility services.

The utility help will solve tasks (c) that will enable stakeholders in a specific area (province) to prepare and implement projects (f) to a specified extent (SPC Drivers).

As the project's paradigm quality will grow, its volume and scope will grow, and only then will the expected results (a) be seen, and it will be possible to evaluate them. This chain of tasks entails more detail in Figure C8b.2, "Vision of the SPC Concept." The figure is split into three segments:

  1. Financial span of the vision

  2. The timespan of the vision

  3. Structure and scope of tasks of the vision
