Interface

There are many Internet approaches to explain the interface's meaning. An example of a project interface is the UN Sustainable Development Goals (SGD) agenda and the SED, DRR, and HA project package processes. It is an example of unbalanced data (goals and project processes in two separate packages).

Another example demonstrates the interface of the SED, DRR, and HA projects opportunities in the environment of the hierarchy of three triads: Great Triad (GT), Task Triad (TT), and Project Triad (PT). This example can be consistent in an unbalanced (fuzzy) environment of the GT.

Interface identification by both models has no direct practical use but serves to understand the structure of data, recognizes their internal scales (order, hierarchy, weights, etc.), and allows studies optimization of steps on paths (algorithms of the probable progress of recession) according to specified functions (for testing, plans, risks analyses, or threats predictions).

The interface represents any common boundaries or areas of convergence where the properties of different elements converge, mix, unite, and synthesize through communication and collaboration.

Ruling Class

The ruling class (In the context of this webbook) is a social class in a community (state, a province with their urban and peri-urban and rural areas) that decides the quality of life in situ. It protects the political agenda of the Self-Powered Community (SPC) through project results (more see in this Chapter).

It means this ruling class works not on an ideology base, but on a consensus of critical needs shifted to specific stages of project preparation, implementation, and operation. Consensus can not be only a word (decision, promise, or challenge). But also a package of tasks (project) rolling through the hierarchy of communities (via local budgets rolling effects), at the beginning as a minority segment of local development plans (urban and peri-urban or rural local authorities have their own small projects) with link to the state and province budgeting and administration.

Later, following the majority plan of the growing harmony of regional development (from individual projects on a local level to more integrated projects on the province and state levels). All in coordination with the aims of the ruling class on the state level. Cooperation is the priority task for the ruling classes of both levels. The UN's global rules and laws orchestration gains inputs (data and feedback) for its transformation.

Yes, it is the task for a broader discussion, but in any case, there is no limit to starting pilot projects for these ruling class operations now and in any low-income province. The specific topic for creating needed successes is establishing SPC Utility in a province territory and defining the first services of the SPC Drivers for its operation (see more in Chapters D and E).

Leadership & Target Group

Leadership and target group (TG) are much more specific at the level of the SPC Concept. It's about their roles worldwide in urban, suburban, and rural areas.

Today, leadership and target groups operate in established practice regimes applied in a wide range of conditions and opportunities for success (e.g., high- and low-income areas or different geopolitical characters of the site).

SPC Concept brings new impulses to this seemingly stable environment, which is very dynamic in the level of detail. Leadership acquires a new form of know-how distribution for a specific area of ​​pre-standardized project operations for applications in various geopolitical environments.

It is like franchising but is oriented on deeper project know-how distribution and disseminating such principles and procedures. This approach has two significant impacts on target groups and on-site leadership (in the territory, e.g., in the provinces).

It draws leaders and the target group into projects step by step using standard procedures for their preparation, implementation, and operational sustainability.

Low-income territories take short steps. Those groups with higher incomes take longer steps. Their efforts (algorithm's steps) must take place concerning global transformation goals worldwide.

The second impact is directly linked to changes in human thinking and behavior. It can come true when the results of completed projects are accepted, and the entry of the target group into the world of new technologies will continue.

It is a way to understand the paradigm of freedom in a mass (in many people). It is a situation where I must first work hard, limit my temptation to gain an opportunity as a bonus, and move myself to a plane with a much higher degree of freedom.

It is not an entirely complete definition of the freedom paradigm. Indeed, for those who have regular meals, comfortable living, healthy children who go to school, and have incomes that ensure the sustainability of their environments.

The definition tries to reach out to those with the potential of their existential need to take gradual steps to their freedom. The way is not to participate in confusing social revolutions but to absorb the philosophy of new technologies into life with them. The trend of world trade is to support this absorption, which is its future.

But, in any case, local (territorial) leadership is a critical ingredient of good governance (both on state and local levels). Leadership needs leaders, and leadership is a vital ingredient of good governance.

Task & Project Triad Observers

Task Triad (TT) and Project Triad (PT) are platforms suitable for observers involved in the preparation and implementation of SED, DRR, and HA package projects for a wide range of territorial units (e.g., provinces) anywhere in the world. An observer watches something (directly or indirectly) to overview what is happening. An example of the most common observation is the media.

The role of the observer in the environment of triads (GT, TT, and PT) is different. Data collection, processing, and management have links to the preparation and implementation of projects, their evaluation, and monitoring of the sustainability of results in a pre-set data structure in an environment that seeks the broadest possible standardization of algorithms for working with data.

Business relationships in the data environment structure are not motivated by the number of views and listening to data files but by the position and weight of data in the individual project's formats in the triad's environment. This approach is now known to any sophisticated organization and is used for personal and straightforward projects. But more professionally and culturally different and extensive organizations and projects require new approaches. 

Developers must consider the growth of data volumes and differences in scaling and data structure building. New algorithms for various applications in the development, business, and security links of projects and organizations entering the global digital transformation are on the way.

The SPC Concept is part of the Global Digital Transformation (GDT), and the GDT is the world of specific applications. At a particular time with solid demand in the global space and with impacts on specific localities (provinces) anywhere in the world.

The application is about "Self-Access." It means that we all in our community (as individuals, teams, and collectives) are responsible for our behavior in problem-solving ( around our children, families, and the countryside where we live and work). But, the human population is growing, and the position of the Human in the GT is changing. 

New technologies are now a vital part of our human coexistence. Such a common understanding of this trend is a necessary condition. The leading position in applications of new technologies belongs specially to developed countries with budgets that can afford to finance needed transformations. Nevertheless, anyone can see many individual digital transformation activities in other countries but not global ambitions.

On the other hand, the GDT has a technology capacity (development potential) for the whole world, including any low-income territories (provinces) with a core assumption for the 3E (efficiency, effectiveness, and economy). Said, GDT today forms an applicable base for strengthening the Human position in the TG environment.

It is a real challenge to uncover the hidden synergy among the "High, Middle, and Low" incomes of the social and economic potential of the Human split in different localities of the present world. How to develop and disseminate a new distributed system? How to aim at preparation, implementation, and market operations to govern the package of SED, DRR, and HA sustainable projects? 

There is no reason to do everything together. Still, it will be a significant fault to continue conception on ad hoc principles when everyone, group, or state continues its principles. Will create its own substantial advantages and call it a deepening the business competition. I am persuaded that the GDT is higher (business league), which the global market does not need (especially when the base is building). But we are still at the start.

First it is important to test a limited number of pilot solutions, know about them and systematically evaluate all gained knowledge. It is essential to do massive work before so that the "sharp" steps of preparation and implementation will continue on a proven basis. This "league" is not appropriate to start by open competition.

We need a robust and reliable framework before the free competition rules can be again helpful for this global sector. For example, we need a safe environment near space, material inputs, a global supply chain, and competition in a framework of the functional global market for the private and public sectors' needs and new international governance).

The current state of our planet, its atmosphere, sea, and individual continents need help. It is a long-lasting theme continuing after the Paris Climate Agreement event in 2015 and now after the meeting on COP26, Glasgow, 2021.

But at the same time, we see that the steps this way do not yield the necessary results. World leaders work with incomplete data, and they don't accept data from scientists personally. They feel neither a direct threat nor a direct responsibility.

They present the private sector as rescuers ready to bear the burden of saving humanity. After all, why not? But weirdly, all those conferences and summits worldwide are not part of preparing the remedial projects. Why are they not ending as specific tasks or project proposals?

After all, who finances the project is responsible for its outcome. It is an old convention. But it's even more tangled. The UN has its SDG, and national governments have their goals, summits and international conferences declare their plans. Who is responsible for such colossal spending? 

In general, cleaning and finally, every therapy depends on the detail and, if all components are appropriately conducted, it leads to cleanliness and the health of the whole. It is a bottom-up path with thoughtful set-up procedures and addressed responsibility.

According to Figure C7g.3, it is a journey from end beneficiaries, urban dwellers, peri-urban and rural areas in low-income countries in collaboration with those who know and are motivated to prepare and implement the necessary procedures together in the places where they are living.
