Figure C9c.2 introduces bubble hierarchy and similar links to and among three global, national, and local levels. We have the same object.

It is the SPC utility in three positions:

  1. The Global Digital Transformation, GDT processes (new project paradigm and the SPC Utility organization's research and network forming),

  2. The SPC Utility worldwide network as a pilot project of a sample of the UN Sustainable Development Goals (SDG), activities (reflecting needs of the package of SED, DRR, and HA projects,

  3. The SPC Utility is an example of a province's pilot project, e.g., project preparation and implementation in situ in a specific social and economic environment).

This Figure underlines the tactical role of leadership hierarchy and links among positions of governance (e.g., links to central and local government units, other public bodies and private organizations, and any local projects).

Figure C9d.1 presents the role (differences) of a bubble and cluster contributions in more detail. Bubbles illusions of the Global Digital Transformation (GDT) environment are transferred into a data lake of the GDT processes where the SPC Utility network has the ambition to form and build its future and assist the building of the GDT.

Many influencers (climate threats, terrorist attacks, local wars impacts, social instability, economic limits, etc.) change the weight of risks and the data hierarchy in the lake.

It is a proposal of the scope of scaling needs of an object (specifically in the case of the SPC Utility network in the specific environment of a province existing on informal relationships).

It indicates three tactical paths (three positions) for diplomatic and statistical global, national, and local (provincial) policy strategies.

The Figure further suggests the role of a province's SPC Utility projects clusters (e.g., as a crucial source of detailed data about the UN Sustainable Development Goals initiatives). Scaling via pilot projects with the participation of donors and stakeholders can bring the expected results.

It is a proposal of a path for deeper trust on the international data scene for the public-private partnership growth on new tracks of global business growth.
