Figure C9c.1 presents relativity at the global, national, and local levels. We can see one object (the SPC Utility of a province) in the position of three influencers:

  1. In A Global environment, 

  2. On the National territory, and 

  3. in the Provincial (local) areas.

Such an approach will be helpful. It will allow us to keep up our survey in any discussion or project planning stage. We will be ready to identify which detail is on the agenda, what is hiding behind it, and what assumptions and risks follow.

And no matter if we call these environments bubbles (an object closed inside) or spheres (an object constrained from the outside) of our interest. The critical task is ensuring that all participants see the same detail. It is a key to diplomacy in the local development.

Figure C9c.1 presents an attractive example. Who should not want to spend more, have low taxes, and reduce their debts?

It is a metta of Business and worth striving for. In the bubble is a cycle which the Dialectical Diagram (DD) describes as two paths and offers how to proceed.

Political populists like to promise a short course (the path). It is a naive path, and it is surprising how easily the recipients of such information (voters) can get fooled.

They are waiting for the result after the election, but it is not coming. Often, in contrast, the fundamental problems will grow, and their negative impacts will increase.

Nevertheless, the short path is not about a lie but incomplete information without complete data. But, let's continue on the longer course. It tells the voter to spend more money and develops diplomatic negotiations on meeting this challenge.

If the government is doing well, the income of the people will probably grow. As the economy grows, tax cuts (assuming GDT and local digital apps are starting to work). And logically, this will open the door for debt reduction.

There is one tempting scenario for bubbles in Figure C9c.1. It outlines room for diplomacy in the relations between the government and the electorate. In such a case, the object (the SPC Utility) can help at all three levels: 

  1. Global environment level; 

  2. Federal (of the big states), and National (at any small and big form) territory levels; and 

  3. Provinces level; in the case of the SPC Concept, a province is proposed to have about 1 million inhabitants (e.g., any rural or peri-urban areas of significant, mostly mega-growing urban localities).
