Why do we need to scale both strategy and tactic? Please, read the DD above: as was said, to go from As-Is (a) position directly to a future stage To-Be (d) without readiness (without a strategy and tactic) is great nonsense (yet it is happening).

All projects of the SDG with the potential to be transformed (e.g., via the proposal of Algorithm Framework Theory, AFT) will get a chance to enter the new business competition (b). In other words, when the Global Digital Transformation services will serve provinces of individual states, the needed SHIFT will start to exist (see Figures C6d.1 and C8d.1).

In connection with such changes in project preparation and implementation, all participating organizations and projects should enter the new conditions of competitiveness (c). The outputs of milestones (d, b, e, c) are inputs for setting new legal rules (f). Under this pressure, the legal environment gains the potential to build and sustain the Shift.

The Figure presents a chain of many tasks linked to the points above (e.g., land decisions and building permits, manners of acceptance of buildings by local citizens (eliminating resistance and support of civic initiatives), selection of suitable construction technology (design and construction of buildings) including of their versatility and repeatability (impact on the speed and cost of construction) and the building maintenance (through local services).

It demonstrates a broad spectrum of functions that should be taken seriously, mainly from the middle and low-income regions. There is no reason to only listen to talking about this risk. The crucial thing is to grasp the Shift.

All worldwide businesses must go ahead, whether fast or slow, but always step by step, and risks are predicted and solved (managed) in link to specific situations. The common goal is to hold the line (of development) as a distributed system (in a shared risk control environment ). We can distinguish between global and local levels.

The first is international, including most of the province's population, which tolerates the negative impacts of the minority (the polluters) on the environment (e.g., the effects of climate change) and seeks ways to change this.

The second local level is related to the living conditions of each person in the province where he lives and works.

Both general global and specific local are equally important.
