WEMAF drivers define the material extent and outline the range and content of SPC Utility (starting with strategy and tactics, all the way to applications of demand-representing technologies). The tasks and results (water in a kitchen, bathroom, or for irrigation, light in a house or manufacturing space, water for local utilization of biomass, clean air and seeking of the ways of getting access to the money necessary for life are in a portfolio of the SPC Utility. It is how the WEMAF drivers penetrate MSMEs and AIZs networks within the province’s territory.

SPC Utility proposes, prepares, develops, and takes care of the sustainability of such a network. SPC Utility creates a framework for project portfolios at strategic and tactical levels and recommendations for the rules ( demonstration of the rules) on how to implement these tasks and how to use their outputs commercially.

Project (pipeline) management is the most critical component of a project portfolio that must be transformed into industrial “modus operandi“ to be ready to absorb new AI technologies (Blockchain, Smart Contract) with a machine learning capacity.

Blockchain, Smart Contract

Blockchain is a type of distributed book platform (DTL). Double-entry bookkeeping was a revolutionary accounting mechanism that allowed developed countries to prosper and create a global economy. DTL applications have opened new safety area for all sets of SED & DRR programs and projects for all countries around the world.

The goal is to bring together and unite all formal and informal approaches to investment into sets of SED & DRR programs and projects. This new „Power of Technology“ has a potential to build a new international “Digital New Deals“ both for a new generation of  “ledgers” and for new procedures for performing and enforcing findings of Internal Financial Controls (IFC) and audits (External and Internal), and implementation of Audits of Projects Integrity.

In a broader sense, we can talk about a new full spectrum of financial operations are repeating themselves throughout the world; the needed base for AI and 5G technologies exists, thus the growth can be supported by new branches of business, research, and applications. Any financial transfers into capital investment, any outlays on project spending, and the financial closing of any project has a chance to be readable, reliable, and on hand for the next venture. In that way, a picture of new technologies depends on Blockchain and Smart Contract. How to grip this still abstract issue? For example, in this way:

  • For SED&DRR programs and projects, the Blockchain is an incorruptible, decentralized (digital) ledger of economic transactions that can be programmed to record not just financial transactions but virtually everything of value. It is a qualitatively new database that will radically change internal financial control processes and audits of financial flows in programs and projects. Blockchain, together with the Smart Contract application, is a new, revolutionary approach to working with financial resources in investment processes prepared and implemented on project management principles.
  • For IT specialists, Blockchain is a solution where transactions are recorded with an immutable cryptographic signature called a hash. All hashes are formed in blocks, and each new block includes a mixture of the previous block. Finally, all block form a chain that is called the Blockchain. The Blockchain can serve us as a distributed ledger. It is a unique database that can be consensually shared and synchronized across multiple sites, institutions, or geographies. Such a database is accessible by various people and can resist any attempts to change or destroy existing records.

Programs and projects depend on contracts. A contract is key to the success of any project. The business world generally waited for a long time for a „Golden Key.” Now it looks like the key exists. It is the Smart Contract – a protocol with the terms of the agreement between the buyer and the seller being directly entered into lines of code. It is a computer protocol intended to digitally facilitate, verify, or enforce the negotiation or performance.

It turns out that it is essential to distinguish two directions in the implementation of Artificial Intelligence (AI). The first one is developmental, determining the pace of competitive development of AI technologies today (the dominant area of developed countries). The second one – application, determines the demand and the size of profits from sales (this is a dominance of the entire global market).    

There are not just big complex projects (e.g., significant infrastructure) and a large number of small, simple projects (e.g., little WEMAF infrastructure exists).  These small projects can revitalize a broad spectrum of AI and significantly stabilize AI applications for projects worldwide, for rich and poor clients, everywhere. The way to get to a sufficiently large sample of projects that will be built on standardized processes, digitized for input/output operations, and equipped by „machines“ for AI applications indicates the following figure.

Project Funnel has three groups of outputs. The first group covers any projects with WEMAF drivers (a, b, c, d). The second group includes projects that have passed through filters A and B with WEMAF project parameters. They will later enter into other SED&DRR projects (mostly larger ones) as a specific offset application. The third group covers humanitarian projects (at the beginning, with all humanitarian action) that were later incorporated into the first group (if offsets application respected the WEMAF driver’s components). WEMAF drivers (the first group) form four types of projects:

  1. a) Projects by WEMAF Drivers
  2. b) Projects by Mix of WEMAF Drivers
  3. c) Projects as offset inputs (e.g., concerning SED&DRR project portfolio)
  4. d) Projects as offset outputs (e.g., regarding humanitarian and other projects)

These projects propose six types of machines (six specific SWs applications for six specifics hardware of ICT tools).

The first two are for project processing:

Project Preparation Machine (PPM) and Project Implementation Machine (PIM). The third type solves internal financial control (IFC) of project processes in a specific environment of preparation and implementation stages. This type must identify the real legal environment for IFC and, through analyses and syntheses, find mistakes (errors) to protect investors.

Internal Financial Control Machine (IFCM) assists the project manager’s operations (protects project owner). The Internal Financial Control Application (IFCA) helps the project team and project stakeholders quickly and consensually find an adequate solution and test it in the project as a whole. The IFCA should be ready to supports any IFCM operations.

The last two machines play different roles.

The fifth type is the Internal Audit Integrity Machine (IAIM) that allows project managers and project stakeholders to have a needed complex survey about projects in a project portfolio.  In parallel, IAIM participates in building a virtual database for SPC Utility’s needs; in data computing and storage (e.g., project’s genesis, benchmarking, monitoring, reporting). The golden time of the IAIM will come when the international SPC Utility network exists.

Then there will be a massive amount of data for benchmarking, and there will be a great need to navigate investors in an enormous number of digitized projects. Both big data and navigation requirements allow all investors to operate a new tool – Project Truth Detector (PTD). The PTD (machine) tool will serve anyone with a piece of fast and sufficient information on financial flow in any project, anywhere, in any province.  


For anyone who works with projects, the example of the Water Treatment Plant (WTP) can help understand the set of proposed tools. A specific case indicates how to go ahead with the digitalization of project processes and how to implement new technologies in it. Any project comes through two statuses.

The first describes the project life cycle (planning approach) that indicates project stages (through studies analyzing project preparation, implementation, operation, modernization, and liquidation) predictably. The following status reacts to any ad-hoc situations of real life, requests fast reactions, and refers to the ability to view issues from multiple perspectives. The goal is to navigate the project at the most economical and reasonable reconciliation of seemingly contradictory information and postures.

This brief presentation is a particular challenge to build an international and interdisciplinary team for the transformation of Blockchain and Smart Contracts opportunities into specific investment operations. The one who completes the development of such a set early enough will have a great chance to grab investors around the world (from International Financial Institutions, Central and Local Governments, to Governor and Target Group in a province, including local banks and entrepreneurs).

A new area of opportunities comes for the participation of philanthropists and the broad public, and the innovative understanding of the SED and DRR programs and projects of the 21st century.

Organizational changes based on the process

SPC Utility will have to present these tasks in individual project packages (in project portfolio) so that there is a demand for them (so that they reflect marketing results and work with the public from the time the SPC Utility opens its services).

Project packages (PP) represent values of various phases of projects‘ life cycle, based on the project portfolio’s structure and final target orientations. PP is designed (equipped) for business via standard public procurement contracts. Each PP needs approved documents (for example, zoning plan of a province, project feasibility studies, and other local analytical works, and papers concerning the participation of the public, e.g., through Citizen’s Charter).

In other words: each PP presented by the SPC Utility should be a product of the SPC Utility. It means that any SPC Utility (one od the SPC Utilities network) must be a smart organization, well designed, and permanently tested. The operability of each of them must be certified. Results obtained from pilot projects will have positive influences on the digitalization „industry“ development.

The required quality of each PP can be achieved only through the will of the target group in a province and local personalities and authorities‘ motivation. Such effort, specifically its feasibility, can be quickly recognized through the operability test of internal financial service, primarily through the „Revolving Loan Fund“ – RLF. A „Special-Purpose Vehicle „– SPV body is proposed for legal services.

Both suggested RLF and SPV, are internal operational units of the SPC Utility. More information on that is in the figure below:

The SPC Utility, as a share company, will, after settling obligations toward its creditors and payment of wages to all staff, will reinvest the money to benefit the project portfolio’s objectives. SPC Utility should use motivation factors for maximization of profit at three levels:

1.   Financial remunerations for completed project (to managers and participating stakeholders)

2.   Settlement of payments including payment of dividends to shareholders from the province

3.   Expert and financial assistance (in the scope of WEMAF drivers) to local government units in the province

The SPC Utility should act as a good custodian, controlled by a lead bank (representing a blend of all participating creditors). SPC Utility as an Excellence Centre will react to the administrative and legislative environment in a province set up, as well as all basic principles spelled out in license for operations on the province territory.

The SPC Utility will cooperate with political representation and citizens within the province and prepare and implement a project portfolio (in a spectrum of WEMAF drivers) that will take into account the terms of local and nationwide election cycles. SPC Utility will cooperate with local and national universities and other organizations on AI technologies (Blockchain, Smart Contract) implementation for all project life cycle processes on province territory.

The SPC Utility will cooperate with political representation and citizens within the province and prepare and implement a project portfolio (in a spectrum of WEMAF drivers) that will take into account the terms of local and nationwide election cycles. SPC Utility will cooperate with local and national universities and other organizations on AI technologies (Blockchain, Smart Contract) implementation for all project life cycle processes on province territory.

The ambition of the SPC Utility in a province is to be part of the SPC Utility network in other areas, other countries, and different regions in the world. This approach is the fundamental precondition for the proper operation and feedback concerning results the SPC Utilities can achieve, using benchmarking. Communication technologies are now able to connect all participants within the SPC Utility network and serve all SED&DRR programs and projects worldwide.

That is bringing the most significant opportunity for close technological and trade cooperation. Models of such technical and organizational assumption (projections) of a well-built and managed hierarchy of substantial flows of information are now on the market. The critical task is to utilize them, develop massive marketing, and disseminate the feasibility of this approach among the public, politicians, financial institutions, and philanthropists.

Statement and challenge for global and local environment

This web has the ambition to inspire further discussion and find ways to prepare and implement a large interdisciplinary, international project.


The figure above presents a Statement to the Global and Local Environment to prepare and implement the SPC Concept for two working levels. The First level, General – Global environment with Human potential to assist the complexity of programs and integrity of projects of a set of the project portfolio. The second level, Specific – Local environment with the potential to absorb new technology into solutions of organizational changes in local development affecting urban, peri-urban, and rural areas in a province. Both levels can create a shared Cloud environment for developed and developing countries.

Three vectors – Know-How, Best Practices, and Artificial Intelligence, define the Global environment. Conversely, the three vectors – Absorption Capacity, WEMAF drivers, and SPC Utility set the local context of the four territorial segments (Africa, Asia, Latin America, and Others). It is the base for open transfers of organizational Know-How and best practices in the future SPC Utility global network.

Both ways of Know-How transfers (top-down and bottom-up) have a common goal – to find feasible ways to penetrate AI technologies into project preparation and implementation – industrialization of knowledge processes of the SED&DRR project sector. This approach opens a new view on a project generally, on its philosophy, on manners of its final usability.

It is the approach that allows for incorporating critical effects into the transformation of organizational structure in any specific province.  Dissemination of knowledge technologies will assist the industrialization of local development. The figure below presents Challenge diagram:


Why and how the Human should increase his/her participation
on surviving in the Great Triad

The SPC Utility is designed as an organizational unit (share company) that seeks, stimulates, controls, and manages synergetic processes in project portfolio preparation and implementation. The founders of the SPC Utility must be – at least in a majority – local representatives of the public and private sector and local universities. Reinvestment of profit and the type of control of administrative and managerial procedures should have a separate legal form approved by a legislative body.

The province as „one body „has to do a perfect job. It is the way how an area can capture the interest of creditors and philanthropists. Province has to be ready to react to any expressed interest, open a trustful dialog with potential donors, and with anybody who has a will to help. Both provinces and donors need a transparent environment to achieve the shared goals of the core business.

Both sides should control all those relationships, including proper management of all pre-preparation stages before the project preparation stage starts and PPM will be put into operation. Both parties should understand the merit of internal financial control of any investment (generally) and how to negotiate the project’s costs. It should be a win-win process. If the SPC Utility services are born and start functioning in a province, problems with financing in developing countries will enter into a new quality.                       

It is a pragmatic way to open doors for new AI technologies and reform organizational changes in SED&DRR programs and projects on both local and global levels. In the context of the Great Triad (GT), we speak of development, programs, and projects (SED & DRR), from which the Human can maintain and improve his/her position in Nature and on the Earth. Generally, he/she underlines physical, chemical, and biological limits for the balance and sustainability of life in the GT. Human development needs science (for business, research, and applications) to understand his/her life and gain the ability to defend it. Humans need collective „brain „– philosophy to manage obtained stimuli properly and permanently (in long terms) via:

  • Business – responds to the scientific and technological development of each stage of civilization (covers business impacts on forms of government, culture, industry, and universal social norms)
  • Research – responds to the needs of understanding what is happening in and around a living body. Generally, how to protect the health of life on Earth
  • Applications – respond to coming-up AI and new technologies, return to the needs for safe construction and healthy transportation, social care stability, and sustainability of interpersonal cooperation. Respond to disaster risk reduction problems and how to solve real disasters (e.g., how to organize and finance the needs for humanitarian aid).

The two tables below demonstrate the structure of the categorization of knowledge technologies for WEMAF drives projects.  Both are focused on the digitalization needs of the proposed Challenge – to build up a basis for project preparation and implementation. Tables indicate the lack of a new knowledge business-building based on AI opportunities.

The first table treats management and the open participation of the public, private, and safety sectors. Two criteria are defined. One is Regulation – any activity with the priority to reflects Human’s position in the Great Triad (mostly tasks for the public and safety sectors). The second is participation – any business with a priority to succeed in the competitive environment of the SED&DRR projects.

The second table distinguishes three models – for business, for research, and applications. The Business branch underlines opportunities, entrepreneurship, and employment (in the MSMEs and AIZs environment), the Research branch emphasizes educational skills, health care, and sports. The Application branch underlines, e.g., constructions and transport, social responsibility and cooperation, and humanitarian assistance.

The tables demonstrate the shared space of all three branches of the financial sector. Explains the most significant opportunity for the new organizational technology – for Blockchain and Smart Contract. Success depends on the transformation of programs and projects, their preparation, and implementation into daily life. The key to success is digitalization.

Access to local natural resources and networking of Micro, Small and Medium-sized Enterprises (MSMEs) and Agro-Industrial Zones (AIZs) at local level is one complex package – a common task. Materials can be classified according to their origin: from Earth (inorganic), Nature (organic) and Human (mixed). In the days of Aristotle, people had to deal with land (one of the basic elements of people’s livelihood) that gave them work and food. Today, industry and agriculture process all sorts of materials. Supplying from the Earth side and from the Nature side is generous, and human demands go beyond any boundaries. Finally Human is slowly drowning into own waste and starts calling for a circular economy. The WEMAF driver’s role is to support local families and the growth of quality of local entrepreneurs. in other words, it means to support the growth of local MSMEs and AIZs chains. The aim is to support the emergence and application of the acquisitions and targeted bankruptcies in a private-public partnership (PPP) environment. This also applies to poor provinces, where informal approaches to property ownership (buildings, land, production) apply today, and where the local interpretation of business ethics (for mobile payment, barter shops, etc.) applies.

Generally: material is a mix of local mostly renewable resources and ability to build and operate local Micro, Small and Medium Enterprises (MSMEs) and Agro-Industry Zones (AIZs) operations via networks (internal cooperation) on a local level with strong influence of local responsibility, and with interest to participate on the global business network. However, the relationship to the soil, its protection (from water, wind, human waste) must become a permanent priority for Man.


A milestone in project management is a clearly defined, significant event taking place during the project. It is a moment when it is usually verified and measured if the outputs of the project stages are completed and accepted by the relevant contact.

In the project schedule, the milestone usually has zero duration. The illustration shows the sequence of signs throughout the project cycle. It indicates the manager’s idea of the extent and how detailed milestones are the best for setting up the specific project.


A funnel is a project management model used by project units (as they wish) to manage project preparation and implementation. Simultaneously, there are procedures to apply for using this model to create libraries (or catalogs from different libraries).

Generally, ideas for products and processes enter the Funnel as first, but only a fraction of them turns into a full-fledged project. In the middle segment of the Funnel is a space for testing, and only the most attractive proposals are selected. The last section of the Funnel indicates projects that meet the planned objectives.

According to the picture, the Funnel has two filters, A and B, and a set of „milestones“ and „packages.“ The „milestone“ indicates steps, stages, phases of the project life cycle, and data „packages“ reports, protocols, documentation fulfill contents, etc. The aim is to achieve the preparation, implementation, and completion of a project in three positions.

The Funnel has three outputs:

No 1. Direct exit from the Funnel.
No 2. Complementary solution for other projects, such as large infrastructure projects for the SED&DRR project’s needs (implemented in the province in the form of offsets).
No 3. Support to the ad hoc infrastructural projects that were initially launched outside of the Funnel and later shifted into the Funnel according to the disposition (requests) of a specific province (mostly a project assistance focused on a fast humanitarian aid case).

Filtre B

Each layer has its function. It reflects the Human effort to move development towards the projects that the broadest part of the population urgently needs. These are types of plans for essential elements of life that can be expanded in bulk (for billions of clients). These are the necessary technical, legal, and organizational standards that must first undergo a specific decomposition into individual components (Work Breakdown Structure), and then they must go through digitization.

Processes prepared in this way will enable deployment of machines (e.g., PPM, PIM, IFCM, IFCA, IAIM, DTM) and create the basis for the secure application of technologies (Blockchain and Smart Contract). The present trust in the security of e-services should be changed from the approach “Trust, but verify“ into a new machine hierarchy system that allows the approach “Never trust, always verify.”

The task of Filter B is to provide application models with pre-selected segments of project preparation and implementation (about the absorption capacity of monitored areas). Filter B will have a role in balancing the responsibility of the end recipients and suppliers (manufacturers) of machines being deployed in distributed business operations. The size (scope) of standards and long-term nature of the WEMAF supply market will have a significant impact on the attitudes of suppliers of any components and test mechanisms of WEMAF projects.

Thus, standardization of the WEMAF infrastructure market segment does not begin with the existence of elements at the market, but with demand for standards that itself will require long-term participation of manufacturers and suppliers in WEMAF infrastructure.

Flitre A

Generally, in this context, a filter A means an environment that acts on project selection in terms of SED & DRR objectives. Filter A should allow the pre-selection of projects with the potential to absorb the outputs of new technologies (Blockchain and Smart Contract) and to help AI to achieve a position of being able to promote sustainable living within the Great Triad. 

Filter A has six layers (6Ds: Development, Determination, Decomposition, Digitalization, Distribution, Democracy). Each layer has its function. It leverages the effort of the Human to move his/her development towards a democratic organization of needs being articulated (in the sense of suppressing selfishness and giving priority to intellect derived from knowing the Nature, the Earth, and existence of the Universe). 

The filter should ensure that projects passing through it supports Man’s decision-making ability (Determination), analytical skills (Decomposition), and standardization (Digitization) of processes that will be stimulated by projects that come through Filter A. 

Proposed six layers should support the growth of distribution and democracy in Human’s personal life, and development of local and global business operations (informal employment, cash payments, reduction of the number of unbanked adults, etc.).


Access to finance is related to the proposed environment of „Financial Freedom“ and has links to the broadest possible participation of the population in social and economic development (SED) and to catastrophe risk management (DRR) at local level. Driver F (Finance) covers a wider range of features and importance of money for the lives of individuals, families, and other small and large communities. Human invented the money and has been working with it for over 2500 years. Today money has 3 functions (exchange medium, units of account and value holder) and 4 properties (divisibility, durability, homogeneity and value). The stability and flexibility of money is a huge challenge for the oncoming digitization and the entry of crypto-currency applications. Driver F has a general link to the above and at the same time outlines three main areas of its activity: technological, system and civil.

The first direction reflects the development of „Blockchain and Smart Contracts“ technologies, primarily the development and application of the Project Preparation Machines (PPM) and the Project Implementation Machines (PIM). The second responds to the social balance in the province (on site) called FF (Financial Freedom). The FF complements access to entrepreneurship with an opportunity where any province citizen has access to local financial flows and can live from own work. The third direction responds to job opportunities that anyone can access. A positive example brings public tendering (a tender for any candidates).  It is a democratic approach to money for the work done. It is not about subsidies or direct financial payments to the poor and disabled, but rather it is about preparation and implementation of a „Public Project“. It is an idea about a general process that will take care about the permanent relationships between money and works done. Simply, it a challenge how to understand what – PROJECT – means for Human.

Some more details: such link must reflects performance of done work (plus profit or minus loss) and have a background in a FUND feeds from profits of project portfolio of a SED on national and provincial levels. Cost on a „Public Project“ must be smaller than any subsidy and benefit system that we can see commonly today. The proposed FF system is based on public (civic) tenders and on a smart jobs management for public needs. Clients of this system are citizens of a province that participate on products, services and work demanded (offered) by local private and public sector. Start up of a process for the FUND can be assisted via he SPC Utility in any province (more you will find in the SPC Utility section – Revolving Loan Fund, RLF). Later the FUND dissemination around the world should be implemented as a task of SPC Utilities and Local Government Units (LGUs) networks covering public fundamental needs of province. Such solution looks feasible, and should be discussed. The traditional budgeting of public spending’s brings a lot of suggestions and inspirations how to integrate and disseminate new technologies (Blockchain, Smart Contracts) into newly set processes both in developed and developing countries; how to understand and solve problems of formal and informal business interface of the present world.

Generally: money is the invention of Human to enable the flow of workflows associated with access to water, electricity, materials and air in relation to the needs and impacts on the health and safety existence of Human and Nature, as we know them today. On one side There is no reasonable reason why spent money for wars, terrorism and Human bad and,  on the other side there is a strong reason to spent money on protection of position of Human in the “Great Triad”.


Access to air was a matter of course for all generations of people living on Earth (during the time of Aristotle, air and water were commonplace). To the air (an atmosphere, driver A) is thus closest to driver W (water). Without water and air Nature will not survive. Human is part of Nature, and when he/she is in a danger Human must always act in harmony with Nature. For Nature and Human, the atmosphere is the most perfect mechanism (machine) Earth has. The current state is that Human has begun to enter into the operation of this „machine“, and pollutes and damages it. Atmosphere is a common value of the “Great Triad”. Human must know how to manage his/her behavior in this environment if truly wants to survive on Earth as one of the living creatures of Nature. Access to the „Carbon Tax“ financial instruments and addressing the effects of DRR generated by local climate change is today a major problem. Air and water (atmosphere) are important not only for the health and growth of cells of living organisms, but also for origin and dissemination of viruses that are not cells but attack cells. The spectrum of threats of Man thus includes not only physical, but also chemical and biological influences. It is a complex of threats for which the air creates a universal medium for their spread, for defense against them, and for the ability to learn to live with them if it is necessary. 

Generally: air is a mixture of gases creating gas cover of the Earth (atmosphere) that together with water ensures all mechanical, chemical and biological changes on the Earth. The most important is  water cycle in the Nature (it ia a common value and the biggest opportunity how to start thinking and gain a common modus operandi for the climate change solutions). Access to Carbon financial Instruments (Carbon Tax) and DRR impacts solutions induced by climate change on a local level (change phenomena impacts). Access of Human to pandemic threats in history and now should follow the principles of hygiene that we can see in healthy Nature. 


Accessing electricity, building a Distributed Energy Networks (DERs) and energy islands at local level is one common task. One needs access to electricity, without it, it would not be able to stand in the world that it has prepared itself. Electricity is promoted as a pure form of energy (it was fire in the times of Aristotle; but for disasters the fire is the same dangerous element till the present time). Electricity enters all sectors (housing, industry, agriculture, transport and others). The development of electrification needs an open market, prerequisites for local partnerships, for the development of services in the local market and for the fulfillment of all payment obligations. There is a growing popularity of renewable sources and storage of electricity in batteries, and it seems that the DER concept will eventually win the world. This predetermines the development of electrification in developing countries. Nevertheless, electricity, coal and oil and gas still dominate, and the possibilities of liquefied natural gas and hydrogen are increasing. Human seems to be retreating from the gigantic plundering of fossils from nature and trying to reduce CO2 production. However, Human’s conflict in the Grand Triad persists. It is good that he began to understand the importance of electricity, especially the “Solar”, fed by the primary energy source, the Sun.

Generally: electricity is the cleanest form of energy, supporting the purposefulness and efficiency of Man’s work (generally all internal and external functions in the environment of physical, chemical, and biological forms of life).


If one thing compensates another thing, the other reduces the effect of the first one so that any advantage or disadvantage is eliminated; we talk about offset. It is something that has emerged or evolved from something else. Even so, there are many forms of offsets in the investment sector. In the civilian area, the most widespread are the carbon offsets. A company may voluntarily decide to invest in carbon offsets to mitigate its environmental impact. We can achieve by providing financial support to projects that reduce greenhouse gas emissions. Carbon compensation systems allow individuals and companies to invest in environmental projects around the world to balance their carbon footprint. That know-how will play an essential role for the SPC Utilities in poor provinces but with a clean environment.

All WEMAF projects should start and be located in developing countries for a long time and help build financial streams to reduce future global emissions. We can see a broad spread of offsets in military projects, usually as government investment, and in other investment projects supporting local development as a supplement to significant investments from influential investors. The know-how gained from any WEMAF project application will act as an accelerator for all spectrum of SED&DRR programs and projects worldwide.


Access to water and water management and access to DRR caused by climate change (e.g. typhoons, floods, tsunamis) are two problems in one whole that we call water (water was water also in the times of Aristotle). Human has not yet understood the importance of the Earth’s atmosphere for his life and survival. In general he/she does not acknowledge that drinking water is a product – that water is not simply coming from heaven – that  the producer is Nature, in an entirely unique environment provided by Earth. This production cycle is a complex and balanced system. One can to treat (modify) water but not to produce it and distribute it around all the Earth. Human is not a small child to have all from mother (from both Nature and Earth) for free. Human matured and began to significantly change the nature of the landscape (construction of large cities, roads, factories and agriculture fields) and influencing the composition of the atmosphere (mining and using of coal, oil, and   destruction of living species and stands). All this has shown that Human needs to change. How? Simply through respecting of a common law of the “Grand Triad”. Human has to change the selfish approach to water and to implement coercive instruments, including the payment mechanism of commitments not only between people but also to their surroundings, where they are living and working; in summary Human has to take note of stronger objects than he is himself, he/she must respect both Nature and Earth. 

Generally: water is a chemical compounds which – together with air (Earth atmosphere) creates the basic pre-conditions for existence of Nature and shaping the surface of the Earth (in this sense, Human is a part of the Nature).

The E-Book, and the Blueprint, summarizes the output of the 5PforRES work until 2013. The aim was to put together all data and information for the preparation of a pilot project. Preparation works and results of meeting in situ allowed the author to write about opportunities for two pilot projects for the Philippines, specifically for the Sorsogon and Laguna provinces.

The E-Book is a call for communication about the possibilities that SPC Concept offers. The text is structured to assist targeted discussions on the direction of Social and Economic Development (SED) and Disaster Risk Reduction (DRR) management in provinces with interest and absorption capability for this assistance.

The E-Book is bilingual (English-Czech) and offers translation into local languages. The emphasis is on capturing the initiative from below; through local people who live and work in a province. It also presents stories and examples to support this approach and emphasizes international and interdisciplinary teamwork that it seeks to induce.

The SPC Concept - Call for Cooperation

The E-Book calls for the broadest collaboration on organizational changes in the development and implementation of SED&DRR investment programs and projects based on industrialization (standardization of primary processes and introducing machines into financial operations of project portfolio). It explains why WEMAF drivers have the technical potential to industrialize investment into local infrastructure. The E-Book brings strategy for the starting interdisciplinary collaboration among professional capacities in the developed and developing world (in a broad spectrum, from policy to crucial technical detail). The book challenges IT specialists and other professions interested in the digitalization of the project life cycle and implementation of new AI technologies (Blockchain, Smart Contract).

Great goals are achieved in small steps, taken in stable sequence, and results of the work done. The Human can handle that alone because he/she has at his/her disposal an instrument that he/she invented and learned how to work with it. That instrument is a PROJECT – accurately the scope, the time, and the costs of any DEVELOPMENTAL action taken in preparation and implementation of projects within the context of the CCA (Climate Change Adaptation) strategies, as well as SED (Social and Economy Development) and DRR (Disaster Risks Reduction) programs and projects in any country, province, and locality around the world. The PROJECT organizes, manages, and implements any prompt responses of the Human to disasters through the HAP (Humanitarian Aid Programs).

DEVELOPMENT needs money for its PROJECTS. Printing money is easy, but creating value for money and achieving money capitalization for sustainable development is demanding. The Human is still learning this skill, but s/he realizes that s/he will have to speed up because, without an ongoing DEVELOPMENT, s/he will not survive in the Great Triad.

Therefore, s/he responds to new technologies (brought up by scientific progress) and modernizes existing organizational (administrative) practices. For example, accounting in manufacturing, services, and workflow has helped improve computers, and now a new chance has come for administration, distribution, management, internal control, and audits of financial flows. All this is feasible, thanks to currently known directions of artificial intelligence (AI).

At the beginning of the 21st century, the Human understands this opportunity. On the other hand, s/he should also think about how to strengthen his/her own „human“ intelligence. The goal is clear: To support the adoption of Blockchain and Smart Contract technologies. It is a way that will enhance the performance of computers, positively affect the efficiency of production, services, and work, and it will impact his/her shopping, including end business operations. All this can be (should become) an added value for both developed and developing countries, for provinces around the world. This added value improves and strengthens Human’s position within the Great Triad.

Here, project packages mean a mixture of various documents, drawings, schedules, procurement and other protocols, contracts, minutes of meetings, memoranda, advocacy of performed works, etc. structured according to pre-set standards (procedures). The packages capture the “As Is“ status, which is now available for events in the last stage of the project, and start the next step, the state of “To Be.“

Standardization of packages must be subordinated to the need for digitization (for the PPM, PIM applications, etc.). It must be useful for the defense of the project, creating libraries of records and comparing similar phases on similar projects passing through the SPC Utility network (for benchmarking processes).

The Local Environment

It is always preferable to work with specific projects and assist the same structure of data generation on the local level. This approach is suitable for all provinces of all countries involved. The pre-condition for accepting the SPC Concept vector environment is the positive relationships to data gathering, data operations, and excellent results from the pilot applications. The goal is to build a strong base and a keen interest in rebuilding local financial cooperation (including commercial blending) for the digital building environment. Local participants are critical elements for such vast transformation, especially during the maturation of implementation of the Blockchain and Smart Contracts applications.

The network of SPC Utilities and the outlining of WEMAF drivers are prerequisites for collecting data and its high-quality processing. That will make it possible to understand the integrity and processes of attitude convergence of general discrepancies between administrative, legal, and business processes. Systemic work with on-site development projects (in towns, suburban areas, and rural areas of one province) will make it possible to enforce the digitization of these processes and to promote the implementation of new developmental technologies (Blockchain, Smart Contract). The aim of the reference to vectors and vector codes in the figure is to indicate the flexibility of the chosen approach and to indicate its possibilities for digitizing processes that the chosen path by itself will generate.

IAIM – Internal Audit Integrity Machine

Internal Audit Integrity Machine (IAIM) is a tool for the project manager to monitor the project’s broader surroundings from the time of the first ideas to the start of construction and closing the operations. The aim is benchmarking indicators of effectiveness, efficiency, and economy of the project solution and its position in the SPC Utility project portfolio. It is a tool for building the SPC Utility project library and then of the know-how of the entire SPC Utility Network throughout the world.

Example of the Water Treatment Plant (WTP) captures the trends of wastewater treatment worldwide (technology, construction, costs, services, the direction for modernization and long-term sustainability of clean water on local levels). We can talk about a cloud library of the WTP around the world to be used by municipalities, investors, producers, and operators of WTPs. The library is nothing more than data collection, data ordering, and utilizing it for the real-life of the Human with Nature on the common Earth.

The Internet and Clouds I

The Internet is a communication system that allows computers to communicate around the world. For our “Case,“ the “Target Group“ is known, and project preparation and implementation are tasks for the SPC Utility. Each project belongs to one category of the project Funnel (a, b, c, d), and each project at a specific group is standardized.

Project portfolio and each project have its position in a matrix of the project’s characteristics and selected keywords, for example, owner and location of the project, the scope of the plan (data supported by comments, photos, videos), project timing and financing (relevant milestones and project packages of the project life cycle from any financial settlement and data meeting the objectives).

The Internet also offers „Cloud Storage“ services for storing digital data and „Cloud Computing“ for working with digital data in a set-forth logical structure. The SPC Concept seeks its position using vectors for two-layers; for data arrangement and data operations. The first layer – Data Arrangement – is a global level that defines the basic orientation of project strategy to the set goals for the global environment. The second layer – Data Operation Local – represents the primary direction of project tactics recommended for the project portfolio. In this case, we can discuss a new challenge for IT services for the concrete (specific) utilization of the Internet and the Clouds.

The Global Environment

The Statement divides the world into four areas (in a continental dimension: Africa, Asia, Latin America, and Others). Each region has its specifics and its roots (own characteristics). The Center of Excellency’s general policy is an example of an underlying common denominator of demand compared to the SPC Utility’s proposal (offer). Three vectors: Know-how, Best Practice, and AI applications, describes the critical directions for global development. On a worldwide scale, it is preferable to work with virtual models to obtain data from all countries (on province level). Such an approach is useful if regions accept work in a standard environment of the SPC Concept’s vectors. Area (provinces) can address the need for development and integration of wide discrepancies between administrative, legal, and business processes much more deeply than it has done presently.

These discrepancies limit development and trade cooperation, especially at a local level. The reason is not solving (to overlook) the problem of widening the gap between the principles of formal and informal relationships in public administration, private ownership, legal and personal security. Formal relations include practices of developed countries while developing countries prefer operations in modus of their traditional (informal) relationships. These positions destroy developmental, political, economic, and social attempts to implement digitalization on international levels and, finally, on the global level. Fortunately, the operation of filters A and B of the project pipeline management (in short, the Funnel) offer technical services that will bring hope for universal success.

The “Funnel Machine Operation“ case can be a technology influencer for the adaptability of behavior and Human motivation to accept organizational changes. The goal is to give the local level (to provinces) a chance to disseminate their steps of AI applications for their needs. All of these options require broad discussions and participation of IT experts, especially specialists, on the implementation of Blockchain and Smart Contract into the SED&DRR environment. It is the reason why this challenge is addressed primarily to them. The reference to vectors and vector codes in the figure above indicates the openness (flexibility) of the chosen approach and its possibilities for digitizing processes that the selected method reveals.

The Internet and Clouds II

The Internet and the Clouds are linked to demand from places with a large concentration of people (from cities and densely populated areas). They are all related to the industry (manufacturing, services, work, and entertainment). They are satisfied with data flow fees and advertising charges. But in any case, the Internet and the Cloud services should still look for new content for the 21st century. For example, to build digital transformation on the live instances of financial support of project preparation and implementation. It’s not complicated, but it’s not common.

The Internet and voice participation in new dissemination technologies is the best opportunity for the transformation of the modern communication environment. In connection with the support to build „digital inclusion“ and with the need of dissemination of new tools, for example, for finance (FINTECH), legislation (LEGTECH), healthcare (HELTHTECH), both the Internet and the Cloud can offer new services in a vast spectrum of opportunities for a massive number of clients involved in the SED&DRR investment. It is the only question of Human creativity, nothing else.

SPV - Special Purpose Vehicle

The Special Purpose Vehicle (SPV) supports SPC Utility services (such as Loans and Acquisitions), especially the diverse structure of financial operations in a mix of standard and non-standard business relationships. The SPV goal is to find profitable projects that are not an entirely transparent and risky environment. 

The SPV, through links to other tools, especially the Project Preparation Machines (PPMs) and Project Implementation Machines (PIMs), including their sub-tools (IFCM, IFCA, IAIM, and DTM), protects SPC Utility against any business rip-off, and unexpected frauds. 

The SPV allows each SPC Utility portfolio project to sustain itself in a transparent environment and create a strong enough network of the defensive wall for smooth operation. The SPC Utility can operate as an independent Joint Stock Company to prepare and implement BOT (Build, Operate, Transfer) projects with specific.

The objective of these services is to assist the development of an acquisition market for micro and small and medium-sized enterprises (MSMEs) and Agro-Industrial Zones (AIZs) using local capital for investments. Any province has to implement developmental activities step by step, from micro-operations to micro networking, but always on their legs.

RLF – Revolving Loan Fund

The RLF represents a link between the main creditor (for example, the World Bank), local banks, and other clients of the SPC Utility’s project portfolio. The RLF can extend financial services that are still missing in many provinces (e.g., acquisition and bankruptcy market). For example, RLF should allow for investments into family‑owned plantations, small enterprises, and chains of them and production and sale of goods made from locally available raw materials.

RLF can support families through micro‑loans, quick credit, and sale of securities in a structure and volume that will fit the needs of the target group (age, socio‑economic status). RLF can contribute to the growth of local capital (capital of families and small entrepreneurs).

Through the RLF and in link to activities of local government (with the provincial government budget) in co‑financing and blending of financial assistance, the impact of public and private projects will affect economic growth on the local level. In a province, the trust and cooperation with local banks will grow, and assistance from International Financial Institutions‘ support will get new impulses.

BMM – Business Motivation Model

The Object Management Group (OMG) developed the Model of Business Motivation (BMM). The model works on verbal inputs and numeric outputs of the Analytical Hierarchy Process (AHP), and it can operate by both the SWOT analysis tool (Strengths, Weaknesses, Opportunity, and Threats) and by the BOCR methodology (Benefit, Opportunity, Costs, and Risks).

The BMM is a standard tool that offers a scheme or a structure for developing communicating and managing business plans. The model can support the project’s integrity (in project portfolio) and monitor, navigate, and indicate the direction (via internal financial control mechanism). It is a useful tool for broad local development schemes within the responsibilities of Local Government Units (LGUs) and other organizations and administrative bodies on the local level.

PTM – Project’s Truth Detector

The Project Truth Detector (PTD) represents a tool for testing progress in project implementation that responds to necessary input information in real-time. The basic information includes data on the project (its purpose, efficiency, and economy). The detector (PTD) creates an image of the project via PPM and PIM data. It allows for measuring the planned-for time and costs compared to the actual consumption of time and values in a project cycle (from the first proposals to the completed work). The detector should provide a picture based on Pareto’s 80/20 rule stating that 80% of the consequences bases 20% of the causes. 

The detector (PTD) tool aims to provide a rough picture of the status of the project and provide external observers interested in the progress of the project with the basis for asking specialists who are fully immersed in the project’s processes. For example, PTD says that the project two months in delay and the observer asks – will you meet the planned deadline? PTD says that the project consumed 50% of the costs, and an observer claims that no construction is visible on the site – can you explain that to me?

Detector (PTD) can be designed as an objective tool because its explanatory power is working on the machines’ communication.  PPM and PIM communicate and assist both the project owner and the project manager. But in any case, both PPM and PIM are machines (operating the Blockchain and Smart Contract technologies), and the PTD detector is also a machine that uses data coming from both PPM and PIM. It gives answers on questions to any clients who are interested in a project and have a qualification for such communication. It is not direct communication between the project manager (or owner) with the interviewer (authorized to ask questions), but a voice communication between the interviewer and the machine (in a pre-defined range of problems).

For example, a Water Treatment Plant (WTP) shows the use of the PTD tool. Questions about the preparation, implementation, and operational functions of the WTP can be various (disputed payments, disputes over competencies and methods of doing the work, etc.). However, answers to them will always be with the support of PPM and PIM. Therefore, all problems that could delay construction of the WTP, negatively affect the quality of the work, or jeopardize WTP’s operational functions can lead to being in order by using PDT. Why? Indeed, because machines only work with authorized data (responsibility for every decision is under control, not underestimate, and it is fully registered), and the „machines“ (tools) guarantee that erroneous inputs do not penetrate the project’s process. It is about machine learning. One must learn to work with the PTD tool and, at the same time, know how to teach the machine to serve its purpose correctly.

IFCA - Internal Financial Control Machine

Internal Financial Control Machine (IFCA) is a tool of project preparation and implementation for managers in a link to IFCM (specifically during the PPM and PIM application). The IFCA gives a manager the ability to resolve controversial project issues (discrepancies) in separate blocks. IFCA allows the manager to take a chunk out of the process, analyze it, optimize it, and control any new discrepancies on a boundary of neighboring blocks.

The IFCA should replace restrictive audits, mainly long-term auditing processes and subjective influences of out-of-process-standing experts. The purpose of the IFCA is to get the opportunity to quickly return to the ongoing IFCM process of a specific PPM and PIM applications.

Water treatment plant (WTP) is a specific environment for modeling such a dialectic situation. The model should allow for the training of solutions to problems (in a regime of ad hoc virtual expert teams) related to the entire project.

IFCM – Internal Financial Control Machine

Internal Financial Control Machine (IFCM) is a tool of project preparation manager who, concerning PPM, monitors financial flows in the project linked to the risks donors, builders, suppliers, etc. Internal financial control (IFC) represents an essential operation of any plan to meet commitments for comprehensive commercial services throughout the project cycle.
Having ICF under control is the goal of every manager (to be informed in time about errors in a project and have paths, resources, and capacities for their elimination ready). The digitalization of the chain of these processes is the way for the IFCM’s success in any set of SED and DRR programs and projects.
Example of a WTP: IFCM monitors, step by step, according to the construction plan, consumption of planned finance, and the value acquired at the construction site. The IFCM is a technical tool, but it can also assist the authority to communicate with media, public and private bodies, creditors, and others who have a significant impact on the project’s financial flows. 

PIM - Project Implementation Machine

The Project Implementation Machine (PIM) is a primary tool of project implementation manager who works with Blockchain and Smart Contract support. The PIM supports the whole project preparation cycle according to the set-forth milestones (preparation steps) and through packages supports until the successful completion of the project and the start of its operation (repair, modernization, liquidation).

The main milestones and their corresponding packages include land use planning, building permits, procurement, and preparation of tenders for goods, services, and works selection, contract preparation, signatures, and monitoring of construction and commissioning (through internal financial control and audits). The PPM sets milestones (in a contract) and releases access to PIM packages through the financial flow data in each sign to the final financial settlement.

PIM releases the drawing of funds only after confirmation of the work’s completion in the previous package and acceptance of the work’s continuity to the next box. The proposed workflow operates in this way. Other marketing, technical, organizational, financial, and legal aspects are not solved yet.

Additional marketing, technical, commercial, legal tasks, and a broad spectrum of regulatory elements are waiting for progress — the case of the Water Treatment Plants (WTPs) is an excellent example of how to penetrate all-important details needed for the project process digitalization.

PPM – Project Preparation Machine

Project Preparation Machine (PPM) is a primary tool for project preparation manager who works with Blockchain and Smart Contract support. This tool supports the entire project preparation cycle, according to the set-forth milestones (preparation steps).

It releases access to packages via the PPM (through data of financial flows in each box: from „active „-planed pillar to the next one).
Generally, this is the sequencing of milestones and the packages‘ contents: for zoning decisions, prospectus processes, building permits, tendering, contracting, and any statement for implementation financial setting.

The PPM tool is a way of describing and saving a proposed workflow. Other marketing, technical, organizational, commercial, and legal aspects are waiting for progress: biological Water Treatment Plants (WTPs) are good examples of such development.
