Figure C10b.1 discusses an activity defined as an object, a "cell" that interacts with core milestones for the perfect works of both organizations and projects in the open market environment.

Another view opens the need for balance and respect among the key "emitters'' and the potential of the "receivers." How and why does this approach need care (respect)?

Because it is a task for the majority. We must continue in the case of  the "receiver“ positions in the same view. It is not simple, and something like marketing must exist and have its own priorities.

Chapter D explains in more detail the role of the SPC Utility and the idea of the genesis of the network of the SPC Utilities. It is the proposed path to gaining success with the needed majority.

Figure C10b.1 deals with the motivation to get procurement widely known. It describes an example of the goal of obtaining financial resources, for instance, from extra-budgetary funds and public enterprises.

The aim may be to support salary growth and pension stability in the SPC Utility (e.g., in and provinces). The diagram suggests pathways to these goals in three directions:

  1. Through the appreciation of local natural resources (e.g., access to water, biomass use, and local mineral wealth utilization (if the province, preferably at the beginning of its transformation).

  2. By reducing debt dependence (with the support of the state, especially its fiscal policy) and increasing the financial credibility of the place (province) where SPC Utility operates.

  3. Through the growth of industrial production and services (through the influence of local infrastructure).

The goal is SHIFT in procurement, and the way to it is to support the growth of the open market (competitiveness) from micro to small and medium-sized enterprises (corporations). Yes, it is a purposeful conclusion.

Figure C10a.4 looks for ways to demonstrate the feasibility, sustainability, and development of the "Sperm of the Procurement" tool. The aim is to prepare and apply this tool. The following Figures, C10b.2, 3, and 4, bring more details on the core breakdown structure of the procurement:

  • Sourcing,

  • Purchasing, and

  • Payment.
